im sure you know by now but no. Only Busoshoku/Armament Haki can directly damage logia users. There are 3 types of haki and Usopp unlocked Observation haki. It doesnt mean he can use Busoshoku haki

Depends on the kind of logia power, technically they all have some sort of elemental weakness like Crocodile and water.

But in this episode Usopp was legid LEGEND!!!!!
He calculate direction and speed of wind and improvised according to that.
He even added booster so that he will be able to hit the target.
Man was so focused he unconsciously used Kenbunshoku Haki.

After soo... many boring ones , this episode really got me into it. Though I thought he would unlock observation Haji when encountering sugar for the first time.
